Professional Driving License for Taxi and Transport Drivers: From Medical Exams to Tests
The professional driving license is an essential document for anyone seeking to work on taxis or passenger and goods transport vehicles. Its issuance procedures are significantly more detailed than those for a private driving license, given the nature of the responsibility that professional drivers bear on the road. Egyptian traffic departments require verification of the applicant's medical, technical, and legal fitness, alongside passing prescribed tests and submitting documents proving identity, qualifications, military status, employment, and insurance.
Eligibility Requirements and Applicant Categories
Applicants must be at least 21 years old, and their place of residence must fall within the jurisdiction of the traffic unit they apply to, according to the address on their national ID card. The ID must be valid, and the profession recorded on it must match the nature of the work, especially in cases requiring proof of employment as a 'driver' or submission of documents related to the syndicate and social insurance. Traffic administrations ensure the accuracy of this data to confirm the applicant's seriousness and compatibility with professional requirements.
Required Official Documents
The applicant must submit the original and a copy of a valid national ID card, along with four recent passport-sized photos (4×6 cm), and a document showing their military status. The file also includes an educational certificate, whether a higher education degree, intermediate qualification, or certified literacy certificate, plus a criminal record certificate 'fesh wa tashbih'. Employees of some government entities or public and private sector companies may be required to provide employer approval, depending on the nature of the job and the required professional grade. The documents also include proof of membership in the relevant syndicate and subscription to the National Social Insurance Authority, based on the applicant's status and conditions set by the traffic unit.
Medical Examination and Drug Testing
The applicant undergoes a medical examination to ensure their physical ability to drive vehicles safely. The exam typically includes vision testing, physical fitness assessment, and confirmation of no health condition affecting vehicle control. Professional license procedures also include a drug test to detect substance abuse, and only examinations and certificates issued by medical authorities accredited by the traffic department are accepted. Applicants are advised not to undergo the medical exam at a facility of their choice before consulting the traffic unit, as the unit may designate a specific center or authority for the procedures. This step aims to ensure the safety of the driver, passengers, and other road users, reducing accidents caused by health impairments or drug use.
Security Screening and Practical Tests
Applicants must provide a criminal record certificate to confirm no prior convictions, along with an additional security check by the traffic department to ensure no outstanding court rulings or serious traffic violations. After submitting all documents and passing the medical examination, the applicant takes a practical driving test assessing their vehicle control skills and adherence to traffic rules, as well as a test on traffic signs and signals. Tests are typically conducted on a vehicle similar to the one the driver will operate professionally, such as taxis, buses, or trucks.
Professional License Categories and Fees
The professional license is classified into grades based on vehicle type, such as third-grade license for taxis, second-grade for minibuses, and first-grade for large buses and trucks. Fees vary by category and grade, including costs for medical examinations, practical tests, and drug screening. It is advisable to consult the nearest traffic unit for updated fees, as they are subject to change according to regulations issued by the General Traffic Administration. The professional license holder then receives a document valid for several years, renewable under the same conditions to ensure continued competency on Egyptian roads.
