China Accelerates Plans to Regulate EV Battery Waste and New Energy Equipment

China is moving to accelerate the implementation of rules governing the recycling of electric vehicle batteries and wind and solar energy equipment, aiming to establish a closed-loop waste management system for the sector before 2030. State broadcaster CCTV reported on Sunday that the new framework will cover the entire supply chain from waste recovery to reuse.

A Closed-Loop Waste Management System

The proposed system marks a significant shift in how Beijing handles waste from the clean energy industry. State television said the framework would span the full supply chain for waste recovery and utilization, supporting the nation's push to develop a circular economy between 2026 and 2030, according to officials at the National Development and Reform Commission.

The numbers are staggering. China is the world's largest electric vehicle market, and as the transition to clean energy accelerates, waste from used batteries and renewable energy equipment is piling up at an unprecedented rate. The gap between waste volumes and the current processing capacity is widening, and this is exactly what the government is trying to address now.

Addressing Recycling Shortcomings

State broadcaster CCTV emphasized that the government intends to address deficiencies in the recycling processes for industry waste, including EV battery waste, wind power equipment, and photovoltaic cells. This official acknowledgment of existing shortcomings represents an important step toward comprehensive sector reform.

China will strictly enforce disposal requirements for electric vehicles along with their batteries. State television clarified that strict measures will be imposed on illegal recycling and dismantling activities, signaling the government's determination to bring order to this rapidly growing market. Unlicensed operations had become a major challenge for authorities, causing severe environmental damage.

Circular Economy and Sustainability Goals

The plan fits into a broader vision of a circular economy, a concept aimed at keeping resources in use for as long as possible. The electric vehicle sector in particular has seen explosive growth in China, with millions of new vehicles hitting the roads every year, making battery waste an increasingly urgent issue over time.
