Khaled Saad: Law 9 of 2021 Requires Importers to Provide Spare Parts to Consumers
Engineer Khaled Saad, Secretary-General of the Automobile Manufacturers Association in Egypt and a representative of a Chinese automotive brand, emphasized that the country’s regulatory framework plays a crucial role in protecting car owners, particularly when it comes to ensuring access to spare parts and after-sales services. He noted that these regulations are designed to strengthen consumer confidence and support a more stable and transparent automotive market.
Regulatory Framework and Law 9 of 2021
He explained that Law No. 9 of 2021 establishes clear obligations for vehicle importers and official agents, requiring them to provide spare parts for consumers as part of their operational responsibilities. This legislation is intended to ensure the continuity of maintenance services within the local market, even as brands evolve or production cycles change. It also reflects a broader regulatory effort to organize the automotive sector and enhance accountability among authorized distributors.
Spare Parts Availability and After-Sales Services
According to Saad, importers and dealers are required to ensure the availability of genuine spare parts at least throughout the warranty period. This requirement is essential for maintaining vehicle performance and ensuring that owners can rely on authorized service centers for proper maintenance. The availability of original components also helps reduce the risks associated with using non-original or modified alternatives, which may affect vehicle reliability and long-term safety.
He added that once the warranty period ends, some vehicle owners begin exploring alternative service options, including independent workshops that rely on aftermarket or substitute parts. While these alternatives may offer lower costs, they often differ in specifications and quality compared to original manufacturer parts, which can impact overall vehicle condition.
Post-Warranty Behavior and Market Impact
He further highlighted that the end of the warranty period often marks a shift in consumer behavior, as some owners move toward alternative spare parts markets in search of more affordable solutions. This trend has contributed to the growth of a parallel aftermarket industry, which provides a wide range of replacement components but also raises questions about quality control and compatibility with modern vehicles.
In conclusion, he stressed that clear legislation such as Law 9 of 2021 helps balance the interests of consumers and companies, while supporting a more organized automotive ecosystem. It ensures that spare parts remain accessible and that maintenance services continue in a more structured and transparent manner across the market.
