Europe is moving to redefine the concept of end-of-life vehicles, transforming them from mere scrap or waste into a strategic source of reusable raw materials. This new approach comes within a legal framework aimed at promoting the circular economy in the automotive industry, requiring manufacturers to design vehicles that are easy to disassemble and recycle their components.

Redefining Vehicle Lifecycle and Design

This new regulation represents one of the most significant restructurings of the European automotive industry in recent decades. The focus is no longer limited to producing and selling cars, but extends to how they are designed from the start, how they are dismantled, and how their components are reused after their operational life ends. The law forces car companies to develop vehicles that are easy to repair, disassemble, and recycle, making the vehicle lifecycle closer to a closed-loop model that begins with design and manufacturing and ends with reintroducing materials back into the production system.

Mandatory Recycled Material Ratios

The new rules include strict requirements for using recycled materials in new vehicles. The plastic used in each new vehicle must contain at least 15% recycled plastic within six years, with the percentage rising to 25% after ten years. The rules also require that part of these recycled materials come from end-of-life vehicles or used car components, opening the door for a broader market for recycling old cars and benefiting from their components.

6.5 Million Cars Reach End of Life Annually

The importance of this step is highlighted by the large numbers in the European car market. Europe produced about 13.8 million cars in 2024, while 12.6 million new cars were registered, and the total number of cars in circulation reached about 285.6 million. Approximately 6.5 million cars reach the end of their useful life annually in Europe, a huge amount of metals, plastics, and components that can be recycled instead of being buried or exported as scrap.

Digital Passport for Every Product

Among the key elements of this new law is the requirement for each vehicle to have a digital passport documenting all materials used in its manufacture, facilitating the disassembly and recycling process at the end of its life. This digital system will enable companies and relevant authorities to track every component in the car, from metal to plastic, enhancing transparency and helping achieve circular economy goals.

It is worth noting that this European approach represents a radical shift in the automotive industry, where manufacturers are no longer only responsible for producing and selling cars, but also for their fate after the end of their useful life. This law will pursue companies even after the sale of the car, forcing them to redesign their products to be more sustainable and recyclable.
