Belgium's three regions have jointly decided to impose road toll fees on all vehicles, both domestic and foreign, starting from May 2027. This new system aims to regulate traffic flow and encourage the shift toward environmentally friendly vehicles, with fees varying based on fuel type and vehicle age. Drivers will be able to purchase pre-paid digital passes known as "Viapass" either online or at fuel stations across the country.

How the New Toll System Works

The toll collection system relies on digital passes that are linked directly to each vehicle's license plate, ensuring accurate fee collection and preventing evasion. The system also offers flexible options such as short-term passes covering periods from one day up to two months, providing convenience for both local and visiting drivers. The annual fee for using Belgian roads will be determined based on several factors, primarily the vehicle type and the fuel it uses.

Variable Fees Based on Vehicle Type

Under the announced plans, electric vehicles will benefit from the lowest annual toll rate of €90 (approximately $102), while older diesel and gasoline-powered cars will face higher fees of €125 per year. This significant fee disparity is designed to incentivize citizens to switch to electric and hybrid vehicles, aligning with the European Union's carbon reduction targets. The pricing structure reflects Belgium's commitment to promoting sustainable mobility and reducing greenhouse gas emissions from the transport sector.

Exemptions and Special Provisions

In a move to ease the burden on certain user groups, Flanders, Wallonia, and the Brussels-Capital Region have agreed to exempt motorcycles and buses from the new toll system. This decision demonstrates the flexibility of Belgian policies in addressing different modes of transport, while maintaining the primary focus on private cars, which constitute the biggest burden on the road network. The exemption is expected to help reduce pressure on public transport and motorcycles used for practical or professional purposes.

Unresolved Details and Potential Tax Breaks

Despite the official announcement, several technical and legislative details remain unresolved. Among these is the possibility of Belgian drivers receiving tax breaks through adjustments to the country's vehicle taxation system, aimed at offsetting the toll fees they will pay. Such a measure would help alleviate the financial impact on citizens, especially given expectations of rising overall mobility costs after the system is implemented. Belgian authorities are continuing to finalize the executive regulations, with full details expected to be released well before the May 2027 implementation date.
